INITIAL ASSESSMENT

A comprehensive face-to-face evaluation of your substance use history and the circumstances leading to the violation. This includes a clinical interview, a review of testing circumstances, and I will contact the MRO if needed.

PERSONALIZED PLAN

Specific recommendations for treatment or education tailored to your needs.

COMPLIANCE MONITORING

I track your progress through the recommended program with regular provider communication and check-ins, ensuring requirements are being met along the way.

FOLLOW-UP EVALUATION

A second evaluation verifies you've successfully completed all recommendations. This includes a review of your completion documents to determine readiness for return-to-duty testing.

RETURN TO DUTY

I handle the final regulatory documentation so you can get back to work. I will send reports to your employer, manage the Clearinghouse updates, and establish your follow-up testing schedule.

FMCSA CLEARINGHOUSE

SELECTING ME AS YOUR SAP

The FMCSA Clearinghouse tracks drug and alcohol violations for commercial drivers. Here is exactly how to designate me as your SAP inside the portal.

STEP 1 LOG IN TO THE CLEARINGHOUSE

Go to the FMCSA Drug & Alcohol Clearinghouse and log in using your Login.gov credentials. Once you're logged in, you will arrive at your Driver Dashboard.

LOOK FOR: Driver Dashboard

STEP 2 FIND YOUR “RTD” / RETURN-TO-DUTY INFORMATION

From your Driver Dashboard, look for the section showing your Clearinghouse status or Return-To-Duty information. If you have a “Prohibited” status because of a drug or alcohol violation, your Clearinghouse record will show information related to the violation and the Return-To-Duty process.

STEP 3 OPEN YOUR VIOLATION

Select the violation displayed in your Clearinghouse record. Review the information to confirm that you are working on the correct violation. Your violation is what triggers the Return-To-Duty process.

STEP 4 SELECT “REQUEST SAP”

After locating your violation and Return-To-Duty information, look for the option to select or request a Substance Abuse Professional (SAP). Select the option to Request SAP.

STEP 5 SEARCH FOR YOUR SAP

When the Clearinghouse asks you to search for a SAP, enter:

STEP 6 SUBMIT THE SAP REQUEST

After selecting Dr. Regina Gullette, submit the request through the Clearinghouse. You should receive confirmation that your SAP request has been submitted. Do not assume the request is complete until the SAP accepts it.

What drivers and employers ask most — answered clearly, with no runaround.

IS THE SAP AN ADVOCATE FOR THE EMPLOYER OR EMPLOYEE?
No. An SAP is not an advocate for the employer or employee. The SAP's function is to protect the public interest in safety by professionally evaluating the employee and recommending appropriate education or treatment, follow-up tests, and aftercare.
WHAT IF I ENTER TREATMENT ON MY OWN?
Regulations require that you first meet with a qualified SAP for an evaluation before beginning any treatment or education. Treatment completed without a prior SAP evaluation will not fulfill requirements. Only after completing the SAP's recommendations and passing the follow-up steps will you be eligible to return to safety-sensitive duties.
WILL INSURANCE PAY FOR THE SAP EVALUATION?
The cost of SAP services varies depending on arrangements between the employer and employee. Some employers cover the expense through Employee Assistance Programs (EAPs) or pay directly on behalf of their employees. In many cases, however, employees are responsible for the cost themselves.
CAN I GET A SECOND OPINION FROM ANOTHER SAP?
Regulations do not allow for a second opinion if you disagree with the SAP's recommendations. To return to safety-sensitive duties, you must comply with the SAP's evaluation and complete the recommended program.
HOW LONG WILL THIS PROCESS TAKE?
The timeline depends entirely on the recommendations made and your progression through the required education or treatment program. Compliance and thoroughness are the main priorities to ensure you are safely prepared to return to duty.
HOW CAN I FIND OUT WHAT MY FOLLOW-UP TESTING PROGRAM WILL BE?
The specifics of the follow-up testing program are not disclosed to the employee, since all tests must be random. Regulations require at least six tests in the first 12 months after returning to duty, and the SAP may recommend additional testing for up to five years.
